Beginning in 2004 and continuing through 2012, a vetted pool of consultants was made available to help FACT grantees with management and organizational development issues. The program utilized a lead consultant to match grantee needs with the skills of a consultant from FACT's vetted pool.
The Lead Consultant reported to FACT's senior program officer. Confidentiality was a cornerstone of MAP. FACT program staff was informed regarding the goals, type of work undertaken, the scope, timeline and pace of work. All specific details were held confidential between consultants and the groups, to ensure that the grantee was able to confront difficult issues without fear of jeopardizing its general operating support.

* 2004 was the first year of MAP and program outreach started mid- year so we did not have a full roster of projects.

FACT's Management Assistance Program, which provided up to 380 hours of consulting time over a period of up to 18 months was the most complex part of its Strengthening Organizations program. MAP requests were initiated by any current FACT grantee with a simple one to two page request. See application here.

MAP required significant management and oversight by staff and the lead consultant. Each year FACT invested a minimum of:
- $260,00 for consulting hours and travel and expense time per year,
- $57,000 for ten hours per week oversight by the Lead Consultant
- $35,000 for convening the consultants*
Total = $352,000
*FACT staff time was not included in the MAP budget figures.
From its start mid-year 2004 to year-end 2011, 88 MAP projects supported 35 of FACT's 40 grantees. The program continued to provide support to FACT grantees through year end 2012.

We noticed that there was a ramp up period from the time FACT grantees were first notified about the existence of the program to when many began utilizing it.
